How to Get Touchscreen Scrolling Working on Linux Mint?

I've been having issues with my touchscreen on Linux Mint. Unlike when I was using Windows, where I could scroll through pages using the touchscreen, on Mint it just highlights text as if I'm using a mouse. I found a workaround for Firefox, but it's still a problem in other applications like LibreOffice and in my file manager. I'm looking for a solution that would enable normal scrolling behavior across all apps on Linux Mint.

It really depends on the desktop environment you're using because they manage touchscreen inputs differently. Gnome tends to offer the best support for touchscreens, but KDE is pretty good too.
