When I start my Windows PC, I can move the cursor normally, but I often can't click the taskbar or interact with anything. I tested both my mouse and the touchpad, and the same problem happens with each, so it doesn't seem to be a faulty mouse. Occasionally clicking works for a few seconds before stopping again. This sounds like Windows Explorer may be crashing or hanging. Explorer controls the taskbar, Start menu, and File Explorer, so problems with it can make the cursor move while clicks on the taskbar stop responding. Check whether right-clicking works and whether you can click inside other open windows. If only the taskbar is affected, restarting the Windows Explorer process could fix it.
