My Ryzen 7 9800X3D boosts to around 5.42 GHz while playing Helldivers 2. CPU usage is only about 20–25%, but temperatures stay near 85°C. The system uses a Corsair iCUE LINK TITAN 360 RX RGB AIO and has ten case fans, not counting the GPU fans. In the BIOS, I have PBO set to Advanced with Motherboard limits, a 10x scalar, a +200 MHz boost override, and an all-core negative 15 curve optimizer. Is this temperature normal and safe, or should I troubleshoot the cooling setup or change these settings?

85°C is technically within the safe operating range for this processor. Ryzen chips are designed to boost aggressively until they approach their temperature limit, so relatively low overall CPU usage does not necessarily mean low temperatures. That said, 85°C during a game with a 360 mm AIO is warmer than I would expect, so it is worth checking the cooler installation, pump speed, radiator airflow, and whether the cold-plate protective film was removed.
Your GPU-heavy settings and 1440p resolution explain why the CPU percentage is low, but they do not by themselves explain the temperature. Make sure the pump is running at the intended speed, the fans are responding to coolant or CPU temperature, and the AIO block has even mounting pressure. If it stays around 85°C in games and remains stable with no throttling or crashes, it is not dangerous, but lowering the PBO limits or removing the boost override would be a sensible comparison test.
I’m playing at 1440p with a high-end graphics card and maximum settings, so most of the workload is on the GPU. I’ll compare temperatures after returning the PBO settings to default.
The total CPU usage can be misleading because a few individual cores may be working hard while the overall percentage remains low. Check per-core usage and the CPU package temperature with a monitoring tool. Also test the system at stock BIOS settings before judging the cooler—Motherboard PBO limits, a 10x scalar, and a +200 MHz override can all encourage higher voltage, boost behavior, and heat. Your negative curve optimizer setting may be stable, but it does not guarantee low temperatures under every workload.

The protective film was removed, so I’ll check the pump and radiator settings next.
