My PNY RTX 5060 Ti reaches a maximum GPU hotspot temperature of 106°C while gaming, but this only seems to happen on particularly hot days. Is that still within the card's safe operating range, or should I be concerned? Would repasting the card help, or should I check something else first?

Before repasting, check whether the case airflow is good and whether the GPU fans are actually reaching full speed under load. A paste replacement may not make much difference if the card is only a year or two old, especially if the cooler is otherwise working properly. Brief fan bursts to 100% are normal when the card is trying to control a sudden temperature spike.
That is definitely hot, but it is still below the temperature where many GPUs begin throttling, which is around 110°C. Since it has only happened twice during unusually hot weather, it is probably not an immediate safety issue. Keep an eye on the temperature and performance, though—if it regularly reaches this level or starts throttling, investigate further.

The fans seem to reach full speed for roughly 30 seconds, and the card gets noticeably loud during that time. This has only happened twice; normally it runs very quietly.
