I currently have 12 case and radiator fans: 3 on top, 3 on the right side, 2 on the bottom, 1 on the left, and 3 attached to a radiator. The system is noticeably loud even after adjusting the fan curves. Is this an excessive number of fans, and what would be considered a more typical setup?

For most builds, two or three filtered intake fans and one rear exhaust fan are enough. Keep the radiator fans, then temporarily unplug or slow down the others and compare CPU and GPU temperatures under load. More fans can create turbulence, circulate hot air, or let exhaust fans pull cool intake air out before it reaches the components.
There’s no harm in running twelve fans if the temperatures and noise are acceptable, and large cases or radiator-heavy systems may use more. However, anything beyond roughly five or six fans often has diminishing returns unless the fans are running slowly or the hardware produces a lot of heat. The quietest setup that keeps CPU and GPU temperatures stable is the right one.
Twelve fans is more than most systems need, but the number itself isn’t automatically a problem. Extra fans can let you move the same amount of air at lower speeds, which may reduce noise if the airflow is properly balanced. Try using a fan-control utility or BIOS settings to stop most fans at idle and create a smoother temperature-based curve. If the fans don’t report their speed, they may need to be connected differently or controlled through the motherboard’s voltage settings.
The important thing is the airflow direction and overall balance, not matching the number of intake and exhaust fans exactly. Slightly positive intake pressure is usually helpful because it encourages air to leave through the openings instead of pulling dusty air in through gaps. Make sure air is traveling through the case rather than forming competing streams. A little smoke from an incense stick near the case openings can help reveal whether air is moving cleanly or immediately becoming turbulent.
