I recently bought a Ryzen 7 5700X for about $140 and ordered a 360mm AIO cooler for roughly $60. I originally wanted a 5700X3D, but local prices are around $500 or more, so that is not realistic for me. I was considering an aggressive static overclock targeting 4.7 GHz on all cores without using PBO. My goal is to get the highest possible gaming and streaming performance while avoiding unnecessary damage or reduced CPU lifespan. Has anyone tried a setup like this, and would it actually provide a meaningful FPS improvement?

The 5700X3D costs more because its extra 3D V-Cache can substantially improve performance in some games, not because it has a much higher clock speed. A 4.7 GHz static overclock on the regular 5700X will not nearly double FPS, especially if the GPU is the bottleneck. It can also reduce single-core boost behavior and hurt performance in some workloads. Your 3200 MHz memory is usable, but memory speed and Infinity Fabric settings matter too; changing one without balancing the others can reduce performance or cause instability.
A static 4.7 GHz overclock is not a good choice if preserving longevity is important. Some chips can run it, but each CPU is different and stability may require excessive voltage. Start with PBO and a negative Curve Optimizer, then test stability with tools such as Cinebench, OCCT, and your actual games. Check your temperatures and effective clocks rather than relying only on the advertised frequency. A decent tower air cooler would already be enough for a 5700X, so the 360mm AIO is mainly for appearance, lower noise, or future upgrades.
I have used PBO and Curve Optimizer on my Ryzen 5 5600, but its temperatures seem to limit the results. I saw someone report that a 4.7 GHz static overclock worked on several 5700X chips, so I wondered whether that was a reliable option.
A 360mm AIO is far more cooling than the 5700X normally needs, but extra cooling does not automatically make a high static overclock safe. Reaching 4.7 GHz on every core may require enough voltage to hurt efficiency and long-term reliability. Ryzen 5000 generally responds better to PBO with Curve Optimizer: undervolting can reduce temperatures while allowing the chip to boost higher when it has thermal and power headroom. Also make sure the case airflow and cooler mounting are good before assuming the CPU itself needs a larger cooler.
My stock AMD cooler reaches about 90°C while gaming and around 70°C at idle, so I was hoping the AIO would solve the temperature problem.

I have 32 GB of 3200 MHz RAM, and my current Ryzen 5 5600 also reaches roughly 90°C with the stock cooler even after replacing the thermal paste. I was assuming a cooler-running 5700X with an AIO and overclock would make a major FPS difference.
