Is a 600W PSU enough for a Ryzen 7 5700X3D and RX 9070?

I’d personally move to a 750W unit for an RX 9070, especially if you don’t already have the 600W PSU. An 850W model is also reasonable for extra headroom, but it isn’t necessarily required for this CPU and GPU combination.

The system’s estimated power draw leaves some headroom at 600W, so it should be fine provided the PSU is good quality and in good condition. I wouldn’t make the decision based only on the wattage label—what is the exact PSU model? That determines whether it has stable output and suitable protections.

A good-quality 600W power supply should be able to run that combination. Manufacturer recommendations usually include plenty of extra capacity for systems with much higher-power CPUs. The actual model and build quality matter more than the wattage number alone—an unreliable 1000W unit can still be worse than a reputable 600W unit.

600W will probably work, while 750W gives you a more comfortable safety margin. If you already own the 600W unit and it’s a reputable model, you can likely use it temporarily. If you’re buying a new PSU anyway, I’d choose at least 750W.
