Is a 60°C Idle Temperature for My CPU Normal?

Hey everyone! I recently upgraded to a 9800x3d with a CoolerMaster Hybrid 612a cooler, and I've noticed that my CPU idles at around 60 degrees Celsius, while my room temperature is about 26-27 degrees. Is this normal? Also, when I start a program like Steam, the fan ramps up really loudly for a few seconds, even when the CPU is only at about 10% usage, which is pretty annoying. When I run stress tests, it hits around 70 degrees at full load. Any thoughts?

60 degrees Celsius at idle is on the higher side, but it’s generally acceptable. Your load temperature of 70 degrees is perfectly fine. If the fan is getting loud for a few seconds when you start an application, you might want to tweak the fan curve settings in your BIOS or software to reduce the speed bursts. That should help make it quieter when starting programs!
