I'm planning a PC build with a 7800 XT graphics card and a Ryzen 5 5600X processor, primarily for gaming at 1080p on ultra settings. Do you think a 650-watt power supply will be sufficient for this setup?

You'll be fine with 650 watts as long as you have a high-quality power supply. Under heavy load, that setup is likely to draw around 450 watts, possibly 500, so you’ve got some headroom there.
