I'm currently using a Ryzen 7 5700X3D with an RTX 3060, and I'm looking to upgrade my GPU. I have a 650W Seasonic power supply. Will this be sufficient for the 9070XT? In my area, the 9070XT and the 5070 (non-Ti version) are priced similarly. If I choose the 9070XT, will I need to upgrade my power supply? I'm concerned that with my CPU, I might hit some performance limits, but I prefer the 9070XT for its 16GB VRAM. I'm hoping to get at least another year of decent performance out of my setup.

Your 650W power supply should be fine for either the 9070XT or the 5070.
