I want to know if I can undervolt the GPU and/or CPU enough to ensure my system can run all the main esports and FPS games smoothly at 1080p while using a 650W power supply. I realize I probably should've checked if the PSU was adequate before finalizing my setup, so I'm hoping for some guidance here. The price was great, as I managed to get everything for about $400 less than expected, but I want to make sure I'm not compromising on power.

You're not dumb at all for not checking upfront. The estimates show you need around 550W, and since you're using a 7700X that has a peak of 140W and usually runs around 60W while gaming, you should be all set with your 650W unit.
