I'm putting together a new PC setup with a Ryzen 7600X processor and a 9070 XT graphics card. I'm currently using a Cooler Master 650W Bronze V2 power supply. I'm wondering if this is adequate for my build or if I should consider upgrading to a higher wattage PSU just to be safe.

Actually, AMD recommends a 750W PSU for the 9070 XT. So with 650W, you might be risking damage to your GPU, and it limits future upgrade options. I’d say it's not enough.
Yeah, it should work! I'm running a 9070 XT alongside a 5700X3D, which pulls more power than the 7600X, on a Corsair RM650 without any issues at all.
You should be fine with the 650W PSU since your whole system will likely draw less than 500W at full load. Plus, your PSU is pretty reliable, so I wouldn't stress too much about it. A lot of people here worry excessively about power supplies.
