I currently have a Ryzen 5 3600 and am considering upgrading to a Ryzen 5 7500F, which I found for about $96 on AliExpress. I have never purchased computer hardware there before, so I'm unsure how reliable the sellers and CPUs are. I'm also considering pairing it with a 12GB RTX 3080. Would the 7500F be a good choice, and is buying it through AliExpress generally safe?

If your main goal is a low-cost upgrade, staying on AM4 could make more sense. A Ryzen 5 5600X, 5700X3D, or another compatible AM4 chip lets you keep your current motherboard and memory. That can provide better value once the total cost of switching to AM5 is included.
Make sure you account for the platform change. Your Ryzen 5 3600 uses an AM4 motherboard and DDR4 memory, while the 7500F requires an AM5 motherboard and DDR5. The CPU may be cheap, but the motherboard and RAM can make the complete upgrade considerably more expensive.
Several people have bought CPUs from AliExpress without problems, including Ryzen 5 7500F, 7700, and higher-end X3D models. The important part is choosing an established store with lots of sales and reviews, checking buyer protection, and recording the unboxing in case the package contains the wrong item or arrives damaged.
