I want to learn how to build a voltage generator, probably in the 20–30V range, but I don't know how to solder yet. Can I build something like this on a solderless breadboard, or should I learn soldering and start with a simpler project first?

I wouldn’t start with a high-voltage circuit on a solderless breadboard. The contacts are packed closely together, and the plastic and insulation may not be designed to prevent arcing. Start with low-voltage battery projects, LEDs, and simple circuits while learning to solder.
You don’t need to avoid soldering forever—it’s a basic skill that’s worth learning. Practice with inexpensive low-voltage kits first, then move to a properly designed 20–30V project. Don’t assume a breadboard is suitable just because the voltage seems modest; check the component ratings and the circuit’s power and energy storage.
The danger depends on both voltage and available current. Twenty to thirty volts is generally much less hazardous than mains voltage, but a circuit that boosts voltage or stores energy in capacitors can still cause burns, sparks, or injury. Learn the circuit’s current limits and discharge capacitors safely before experimenting.
