I mainly play CPU-bound games at 1080p on the lowest settings and care almost entirely about maximizing FPS. My current system has a Ryzen 5 2600, a Biostar B450MHP motherboard, 16GB of DDR4 memory, and an RX 580 8GB. I'm considering spending about $340 at Micro Center on a Ryzen 7 5800X3D, but I'm not sure whether that CPU makes sense with the rest of my hardware. Would I get better value from a cheaper processor or by splitting the budget between multiple upgrades?

The 5800X3D is probably overkill for this build, especially at $340. A Ryzen 5 5600 or Ryzen 7 5700X would be a more sensible drop-in upgrade, and you could put the remaining money toward 32GB of DDR4 or a future graphics-card upgrade. Spending most of the budget on a high-end AM4 CPU while still using an RX 580 is an unbalanced upgrade path.
Prioritize the parts in stages: upgrade the processor first, then the graphics card, and add more RAM if your games or background apps need it. A Ryzen 5 5500 or 5600 paired with a used RX 6700 XT could deliver a much larger overall improvement than buying the 5800X3D by itself. Check the motherboard's CPU support list and update the BIOS before changing processors.
For CPU-bound games, the 5800X3D would technically be a major improvement over the Ryzen 5 2600, but the price is hard to justify in this system. A cheaper Ryzen 5 5600 or 5600X should provide a strong boost, while saving for a graphics card upgrade will improve performance in more games. Moving to 32GB of RAM is also worthwhile if your current 16GB kit is frequently full.

A 5600X3D, if you can find one around $160, would be a much better value than the 5800X3D at $340. That would leave enough money to look for a used RX 6700 XT in the $200–$250 range.
