Is an i7-4790 a worthwhile upgrade for my old LGA 1150 gaming PC?

I'm trying to improve an older desktop without replacing the whole platform. It currently has an Intel Core i3-4130, an ASUS B85M-G motherboard, 8GB of DDR3 in a single stick, an NVIDIA GT 630, and a 350–400W power supply. CPU usage frequently reaches 100%, causing stuttering and frame drops in games such as VALORANT and while using lightweight development tools. I'm considering a used Core i7-4790 or Xeon E3-1231 v3. Would moving from 2 cores/4 threads to 4 cores/8 threads significantly improve frame pacing and reduce CPU bottlenecks? Is the motherboard's power delivery adequate, and what should I check besides updating the BIOS and installing a second 8GB DDR3 module for dual-channel memory?

Don’t assume the usage percentage itself will fall dramatically. A faster CPU may still show close to 100% usage, but it can complete more work and reduce stutters. The bigger concern with this system is probably the GT 630, which will limit gaming performance heavily once the CPU is upgraded. VALORANT and older or lightweight games may improve, but newer games will remain difficult.

The Xeon E3-1231 v3 is similar to the i7-4790 in core and thread count, but check motherboard CPU compatibility and remember that most Xeons do not have integrated graphics. You’ll also want a power supply in good condition, even though this combination does not require a high-wattage unit. A second RAM module is a good low-cost upgrade; 16GB dual-channel should be the practical target.

The extra cores and threads should make a noticeable difference, especially for stuttering and 1% lows in games that can use four or more threads. Adding a matching 8GB DDR3 stick is also worthwhile because dual-channel memory can improve frame times. The B85 board should handle an i7-4790 at stock settings as long as the VRM area has reasonable airflow.

Make sure the i7 has a decent CPU cooler. The basic Intel cooler may allow the processor to run, but it can get hot and throttle under sustained workloads. Clean the case, replace old thermal paste, and monitor temperatures after the upgrade. Also confirm that the BIOS supports the specific CPU before installing it.
