I'm planning to upgrade from a Zotac RTX 2060 6GB to an AMD RX 9070 XT 16GB. My current system has a Ryzen 7 3700X, Gigabyte X570 Aorus Pro motherboard, 16GB of DDR4-3600 memory, and a Corsair RM750x 750W Gold power supply. I play at 1440p and 165Hz on a Samsung Odyssey G5, mostly targeting smooth Medium or High settings rather than Ultra.
Would it make sense to buy only the graphics card this year and upgrade the CPU, motherboard, and memory next year? I'm concerned that the 3700X could bottleneck the 9070 XT enough to make the upgrade a poor value, especially in games such as Monster Hunter Wilds, Battlefield, World of Warcraft, Spider-Man, and various indie games. I'm also not sure whether moving to DDR5 is necessary, or whether there are useful BIOS settings I should change without getting into complicated overclocking.

Some games, especially World of Warcraft or other CPU-limited titles, may show less improvement or less than 100% GPU usage with the 3700X. That is expected and not a reason to avoid the graphics card upgrade. You can raise settings or resolution scaling temporarily, then replace the CPU later when your budget allows.
You can install the 9070 XT now and move to a faster AM4 gaming CPU later. An X3D chip such as a Ryzen 7 5800X3D, or another compatible X3D option depending on availability and price, would help considerably in CPU-heavy games and let the graphics card stretch its legs without requiring a new motherboard or DDR5 memory.
