I'm looking to upgrade from my 3070 and I'm trying to decide whether to buy an open-box Asus Prime OC 5070 Ti for $696 before tax or to wait and see if a new non-OC version comes back in stock for $750. What's the best move here?

Honestly, saving $50 isn't a huge deal for an open-box item. If it were $600, I'd say go for it, but it really comes down to what kind of warranty you're getting with the open-box card.
I'd personally go for the new one. The manufacturer's warranty is a big deal when you're spending this much. You don't want to risk ending up with a defective product, especially with a $700+ card. That extra $50 is worth the peace of mind in my opinion.
