Is it better to use an all-inclusive hosting service or design HTML offline?

I'm trying to figure out the best approach for my website in Germany. I initially built out multiple pages of my site offline, but then I realized I'll need to purchase a domain and an email service, which could cost me around 20€ a month for 250 GB. On the other hand, I found that allinkl offers similar storage for less money. My question is whether it's better to stick with an all-inclusive service like allinkl or if I might end up paying more later if I need additional features?
