I bought a CPU and a motherboard through Amazon Warehouse Deals, and both were listed as being in "mint condition." The CPU was defective, while the motherboard also had problems, so I had to troubleshoot everything and wait about a week for replacements. The PC is finally finished and working now, but was this just bad luck, or is it fairly common to run into issues like this during a first PC build?

That sounds like a rough streak of bad luck rather than something that normally happens with every first build. Used or open-box parts can work perfectly, but there’s always a higher chance that something was returned because it was faulty or incomplete.
I had a similar experience with a used motherboard from an online warehouse. It arrived dead and even had a random 256GB M.2 drive attached to it. I kept the drive, returned the motherboard, and eventually bought a new one instead.
Yes, I built the PC myself. The replacement parts are working now, so at least the troubleshooting experience taught me a lot.
On the other hand, I’ve used several warehouse motherboards in different builds and they’ve all been stable. It really seems to come down to the individual item and how well it was tested before being resold.
