My PC fans are barely noticeable when I'm sitting at my desk, but I can clearly hear them if I turn off the room fan or put my ear near the case vent. Is that normal, or could it indicate a problem with the fans or cooling?

You can also replace loud stock fans with quieter models and compare their rated noise levels. Some brands are known for very quiet fans, although they can cost more. Still, hearing fans when the room is quiet or when your ear is close to the case is completely expected.
