I recently upgraded to a 9070 XT GPU, and I noticed it requires 3x 8-Pin PCIe connectors. Unfortunately, I only have cables that distribute 2x 8-Pin connectors on one cable. Can I safely connect one of those cables as a third 8-Pin for my new GPU?

Yeah, you should be fine using that setup! Just make sure everything is connected securely. As long as your power supply can handle the load, it shouldn’t be a problem.
You can definitely use a pigtail connector for this. It's a common practice, and many people do it without issues. Just ensure you keep an eye on temperature and power draw just in case.
Using a daisy chain or pigtail from one of those cables is totally fine. Just remember to check that your power supply is rated for the GPU's power needs!
