Is it still recommended to cap FPS slightly below your monitor’s max for minimal tearing?

I'm curious about the optimal settings for my new 240 Hz monitor. Specifically, should I still cap my frame rate to around -3 FPS below the maximum to reduce tearing? I know G-Sync and FreeSync are meant to help with that, but I want to make sure I'm setting everything right, particularly in the Nvidia Control Panel.

It's actually better to cap your frame rate a bit lower than your refresh rate—like 95% of it—rather than just -3 FPS. For your 240 Hz monitor, that would mean setting it to around 228 FPS. This helps not just with tearing but also reduces input latency while using G-Sync or FreeSync.

I've never heard of capping like that; is there a source for this info?
