With a budget of about $1,500 maximum, preferably including an Nvidia GPU, should I build now or wait and hope prices eventually come down?

Waiting for prices to improve can backfire. Some people delay an upgrade expecting a sale, only to find that RAM or GPU prices rise instead. If the current cost fits your budget and the performance improvement matters to you, buying now is defensible—even if prices happen to fall later.
If a complete rebuild isn’t good value right now, consider an incremental upgrade or a carefully checked used graphics card. Your RTX 2060 may still be usable while you replace the parts that are holding the system back most.
I wouldn’t count on prices dropping soon. Memory and graphics cards have already become more expensive in some areas, so waiting could leave you paying even more. Set a firm budget, compare several retailers, and buy when you find a build that gives you good value rather than chasing the perfect market timing.
Before buying every component separately, check whether nearby computer retailers offer CPU and motherboard bundles. Those can free up more of your budget for the Nvidia graphics card and may let you build a stronger system for around $1,500.
