I've been using my current PC build for around three years. It has a Ryzen 7 7700X paired with an RTX 4090, and performance is already very good, but I'm interested in getting the best performance possible. Would upgrading to a newer CPU such as the Ryzen 7 7800X3D or 9800X3D provide a substantial improvement, particularly in games running above 90 FPS?

The upgrade would help in certain scenarios, but the improvement may not feel substantial unless you’re CPU-limited at your current resolution and refresh rate. The 7700X is still a capable processor, so waiting for a later CPU generation could offer a better value than replacing it immediately.
The RTX 4090 is fast enough that your CPU can become the limiting factor in some games, especially at high refresh rates. A Ryzen 7 9800X3D would generally offer better frame rates and smoother frame pacing than the 7700X. Also check whether your DDR5 memory is running with UCLK and MCLK at a 1:1 ratio. Memory kits above DDR5-6000 can sometimes switch to a less optimal mode automatically, which may hurt performance.
If you regularly play at 90 FPS or higher, moving to a 7800X3D or 9800X3D could make a noticeable difference, particularly in CPU-heavy games and when trying to maximize minimum FPS. Your 4090 is powerful enough to benefit from a faster gaming CPU in those situations.
