I'm planning to upgrade my PC with a 9060XT GPU, but I have a Bosstan 700W power supply and an H610 motherboard. I've been saving for the GPU, but I'm worried about whether this budget PSU is safe to use with it, considering I don't have much experience building PCs. Should I prioritize getting a new PSU first?

I wouldn't recommend using that PSU with the 9060XT. It's likely overrated; I've heard some say it's actually only around 250W. If I were you, I'd look for a good quality, name-brand PSU—600W or more would do the trick for the GPU and be much safer.
Bosstan is just a brand, and honestly, I've seen some pretty bad reviews on their power supplies. It's tough to say if yours is reliable or not. If you could, take a pic of the label on your PSU and share it—then we can take a better look at it!

A solid 600W gold-rated PSU is generally about $45-$50 new, and sometimes you can find them even cheaper second-hand. Your current Bosston PSU has bad ratings; I wouldn't trust it with something like the 9060XT. It's worth saving up a bit more to get a reliable PSU first!
