I'm assembling a PC with an ASUS TUF Gaming 1000W power supply and a Gigabyte RX 9070 XT. The graphics card appears to need three 8-pin PCIe connections, but my PSU box only included two PCIe cables. It did include two CPU/EPS cables, so I'm wondering whether a cable was left out during packaging. Should I contact ASUS for a replacement, buy a compatible cable, use the included 12V-2x6 adapter if one was supplied, or return the power supply?

Before buying anything, contact ASUS support and ask whether they can provide the missing cable for your exact PSU model. Some manufacturers sell or send additional modular cables. If you use another cable, make sure it is specifically compatible with this exact power supply—modular PSU cables are not universally interchangeable, even when the connectors look identical.
That may be normal depending on the exact bundle. The PSU should typically include a 12V-2x6 cable that connects to two 6+2-pin PCIe plugs, which can provide two of the GPU connections, along with the separate PCIe cable for the remaining connection. Check the accessory box and the PSU manual carefully for that cable.
Look through the packaging for a cable labeled 12V-2x6 or one that connects to two 6+2-pin PCIe plugs. If it truly wasn’t included, requesting the correct replacement from ASUS is safer than using a third-party or cable from another PSU. Don’t substitute one of the CPU/EPS cables, since it is wired differently.
I may have described the connectors incorrectly. I only received two 6+2-pin PCIe cables and didn’t find a separate 12V-2x6 cable in the box.
