I recently upgraded from an RTX 4060 to an RTX 5070 Ti to take advantage of a new 4K 144Hz monitor. Since then, I've noticed problems mainly in competitive games. In Fortnite, I cannot get above roughly 100 FPS regardless of whether I play at 1080p, 1440p, or 4K, and changing the quality settings makes little difference. Lumen and Nanite reduce performance further to around 60–70 FPS. I've checked that there is no frame-rate limit enabled in the game or graphics driver settings.
In Overwatch, I can reach 144 FPS at the highest settings, but the game stutters badly whenever there is more action, with 1% lows dropping to around 10 FPS. Single-player games such as Hogwarts Legacy perform normally, reaching about 144 FPS with DLSS set to Performance.
My system has a Ryzen 5 3600, 2x8GB of DDR4-3600 memory, and a Gigabyte B450M DS3H motherboard. Could the CPU be limiting performance in these esports games? I'm considering a used upgrade and would like to know whether a Ryzen 7 5700X would be enough, or whether an X3D processor such as a 5600X3D or 5800X3D would make a meaningful difference. I'm also wondering whether I should upgrade to 32GB of RAM and whether my motherboard can support a 5800X3D with the appropriate BIOS update.

The Gigabyte B450M DS3H can support a Ryzen 7 5800X3D on supported BIOS versions, but you should confirm the exact motherboard revision and CPU support list first. Update the BIOS while the current processor is installed, use a recent stable version, and make sure the board has adequate cooling and airflow. A 5700X3D or 5800X3D would generally be a more worthwhile final upgrade than a standard 5700X if you want to keep the existing AM4 platform for several more years.
The results strongly suggest a CPU limitation, especially because your FPS is almost the same at 1080p, 1440p, and 4K. That usually means the GPU is waiting on the processor in those games. Check per-core CPU usage with a monitoring tool rather than only looking at total CPU usage; one or two busy cores can limit FPS while the overall percentage looks moderate. Also verify temperatures, that the memory profile is enabled, that the RAM is installed in the correct dual-channel slots, and that 16GB is not being exhausted.
The severe Overwatch stutter may not be entirely caused by the CPU. That game can have frame-time problems even on faster systems, but a 10 FPS 1% low is worth troubleshooting. Check for thermal throttling, background processes, shader compilation, insufficient memory, and correct BIOS or memory settings before buying parts. Since the stuttering existed to some extent before the GPU upgrade, the game itself may be contributing too.
I did notice some stutter with the previous graphics card as well, although it became worse after the upgrade, so I’ll investigate the system settings before deciding.
For a gaming upgrade on the AM4 platform, I’d skip the 5700X unless it is much cheaper than the alternatives. A 5600 or 5600X can perform similarly in many games, while an X3D chip such as the 5600X3D, 5700X3D, or 5800X3D is a better choice if your main goal is high and consistent FPS. The extra cache can help a lot in CPU-heavy competitive games and with frame-time smoothness. Moving to 32GB of RAM is also worthwhile, particularly with modern games and background applications.
