I'm upgrading an Acer Aspire office PC to a gaming rig for my sister, and I need a low-power graphics card that runs under 75 watts, powered only by the motherboard. I found a low-profile 3050 6GB for $75. Is it suitable for gaming at 1080p? I want to avoid getting a GPU that requires external power, as that would require a complete rebuild with a new power supply and case.

For just $75, you really won't find a better deal. The 3050 LP should handle 1080p gaming decently well.

It was between that or something like the Intel Arc A380.
