I originally planned to buy the MSI MAG A650BN, which is rated C on the PSU tier list. After noticing that the ADATA XPG Pylon 650W Bronze was listed at C+, I chose the Pylon instead, partly because it is advertised with Japanese capacitors. However, a friend told me that the MSI unit might actually be the better and safer option. Now I'm worried that I made the wrong purchase. Is the XPG Pylon 650W Bronze reliable and safe for a typical budget or mid-range gaming PC?

The Japanese-capacitor detail alone does not determine whether a PSU is better. Overall platform quality, protections, voltage regulation, efficiency, and independent testing matter more. Based on its tier placement, the Pylon is an acceptable budget option rather than something you need to immediately replace.
Both units are generally considered safe for suitable budget and mid-range builds. A C+ ranking is still an entry-level recommendation rather than an indication that the power supply is high-end, so make sure 650W is enough for your specific components.
The XPG Pylon is a decent budget PSU. It has had reasonable test results and is commonly used in mainstream builds, but it is not intended for especially demanding systems with large power spikes or expensive, high-end components. For a normal mid-range setup, it should be fine.
