I'm planning my first PC build with a Ryzen 5 5500 and 32 GB of DDR4 memory. I'm considering the Radeon RX 9060 XT Challenger Pro, currently listed around $529 in the US. Would that be overkill, a good match, or not powerful enough for my needs? I mainly want to emulate older systems, play indie games, experiment with game development, and occasionally play competitive shooters such as CS2. I'd also appreciate recommendations for affordable monitors that would pair well with this setup.

At that price, look at the RX 9070 GRE instead. It’s noticeably faster and some US retailers have had models around $490–$500, sometimes with a bundled game. That would give you more headroom for development work and future games without being excessive for 1080p or 1440p gaming.
There are also RX 9060 XT 16 GB cards, such as the PowerColor Reaper, available around $500 after tax. That’s a better deal than paying $529 for the Challenger Pro, assuming the card and retailer have acceptable return and warranty policies.
The 16 GB RX 9060 XT is a reasonable fit for those games, but $529 is more than you should pay for that GPU. Check other 16 GB models first; prices around $470–$500 are more sensible. The different cooler designs generally aren’t worth a large premium.
Thanks for the Micro Center suggestion. I’ll probably look into the 9070 GRE, although the other retailer’s listing is showing up as $579 for me.
