I'm putting together my first PC and I'm curious if the stock cooler that comes with the Ryzen 5 5600 will handle CPU-intensive games. I don't mind noise too much, since I used a PS4 before. Also, if I decide to upgrade later, are thermal pads just as effective as thermal paste?

The 5600 isn't overly powerful, so it should work fine. Still, I’d suggest considering a better cooler just to play it safe. Keep an eye on temperatures while gaming, and if they run high, revisit your cooler choice.
Yeah, the stock cooler should be enough for your Ryzen 5 5600. They wouldn’t send it out with a cooler that couldn’t handle the heats. It'll also allow you to spend your budget on other components.
