I'm considering two RAM kits, both at 6000MHz, with CL28 and CL26 timings, and there's only a $40 difference in price. I'm planning to use them with a 9850X3D CPU. Are there any significant performance benefits or differences I should be aware of?

Honestly, you won't see much of a performance difference between the two kits. With both being used with an X3D CPU, the impact will be virtually unnoticeable.
For just a $40 difference, I wouldn't bother switching. You'll likely save more money in the long run without worrying about such tiny specs.

If you're not into overclocking, then going for CL28 or CL26 really isn't going to matter much. You could even drop down to CL36 and not feel a thing.

Exactly! Even moving from something like DDR5 5600 CL40 to these would yield minimal performance changes.
