The specifications are: AMD Ryzen 9 5900X, Gigabyte GeForce RTX 3060 Ti VISION 8GB, Gigabyte B550 VISION D-P motherboard, 32GB DDR4 RGB memory, 1TB NVMe SSD, a Corsair 360mm white liquid cooler, a Corsair white case with multiple RGB fans, white sleeved cables, and Windows 11 Home. I'd mainly use it for games such as GTA, Call of Duty, and Rocket League. Does this seem like a good deal, and is the hardware still suitable for gaming?

I’d consider buying it, but make sure you test it and confirm the age and condition of the parts. The RTX 3060 Ti is the weakest part compared with the rest of the build, though it is still a capable gaming card. Also check the liquid cooler for pump noise or leaks since it has been sitting for several years.
The price looks fair to good, especially if the machine is practically new. If you wanted to reduce costs later, you could potentially sell the 5900X and replace it with a Ryzen 5 5600, but there’s no urgent reason to do that for the games you listed.
