Is Upgrading from a 3060 to a Used 4070 Ti a Smart Move?

I posted a couple of days ago about whether upgrading from a 3060 to a 5070 would be a good choice, but now I've found a deal for a used 4070 Ti going for $400. Considering my current build has a 5600x CPU and a 650W Corsair PSU, does this new option present a better value than the 5070?
