I'm considering upgrading from a Ryzen 5 5600 to a Ryzen 5 5500X3D. After selling my current CPU, the upgrade would cost me about $60. I mainly play Valorant and CS2 at 1080p, sometimes using virtual resolution to render at 4K. Since CS2 benefits from extra cache, I'm wondering whether the X3D chip would provide noticeably higher FPS, better 1% lows, and smoother frametimes with fewer stutters. Is the upgrade worthwhile, or would the 5500X3D be more of a sidegrade?

Expect something in the range of a noticeable FPS improvement and better lows rather than a guarantee that every stutter disappears. Stuttering can also come from drivers, shader compilation, background processes, memory configuration, or the game itself. Make sure your RAM is running in dual-channel mode and that your cooler is adequate, since the X3D chip has a higher power rating than the Ryzen 5 5600.
For gaming, X3D chips are generally excellent, while non-gaming performance can be a little weaker for the money. Schoolwork and normal applications should be fine, so that tradeoff probably does not matter for your use case. Check benchmarks for your specific games before buying, since cache-sensitive titles can vary a lot.
