My younger brother currently has an i5-10400F, 16GB of DDR4-3000 CL16 memory running at 2666MHz because of his motherboard, and an RTX 5060. We can buy a B550M motherboard and Ryzen 5 5600X for about 250 CAD, then potentially sell his current motherboard and CPU for around 100 CAD. That would make the upgrade cost roughly 150 CAD out of pocket.
The alternative is a Ryzen 5 5500X3D, which would bring the total to about 390 CAD before selling the old parts, or approximately 290 CAD afterward. He does not currently have an income, so moving to a DDR5 platform probably is not realistic for a while.
Would the 5600X's higher performance and larger cache provide a noticeable improvement over the 10400F with an RTX 5060? Is the 5500X3D worth spending roughly 140 CAD more, particularly for better gaming longevity and avoiding another platform upgrade soon?

There is no need to chase PCIe 5.0 for an RTX 5060. A PCIe 4.0 or even PCIe 3.0 connection is generally sufficient for this class of GPU, and AM4 is not automatically a bad match because it lacks PCIe 5.0. The practical decision is CPU performance and price, not motherboard PCIe generation.
The 5500X3D is the stronger long-term gaming choice if the extra cost is manageable. Its 3D V-Cache can improve minimum FPS and help in CPU-heavy games, giving the RTX 5060 more headroom and potentially letting him keep the AM4 system through another GPU upgrade. It is not guaranteed to be dramatically faster in every game, though, so the value depends on what he plays and whether he uses a high-refresh 1080p monitor.
Before buying, compare the total price against used 12th- through 14th-generation Intel options that support DDR4. They can offer a stronger platform in some cases, but Canadian pricing matters; if a suitable Intel setup costs close to or more than the 5500X3D bundle, the AM4 option is easier to justify. Also make sure the B550 board has the required BIOS support and that the memory can run with its XMP/DOCP profile.
The 5600X should be a worthwhile but fairly modest gaming upgrade. Depending on the game, resolution, and settings, expect roughly a small double-digit improvement over the 10400F, with better frame-time consistency. At 1080p, the RTX 5060 may be the limiting factor in many games, so the difference could mainly show up as improved 1% lows rather than a huge average-FPS jump.
That is my main thought as well: paying more now could let him skip DDR5 until a future GPU or complete platform upgrade makes sense.
