I'm currently using an i7 1100K, and I'm considering whether to upgrade to a 9800X3D. I'm not very familiar with AMD's product release schedule, and I know the 9800X3D has been out for a few years. I'm pairing it with a 5080 GPU and gaming on a 4K monitor. Given the high prices currently, will I notice a significant performance boost with this upgrade?

At 4K, most games are indeed more dependent on the GPU. Unless you’re into competitive gaming and looking for maximum frame rates, it might not be essential, but if your budget allows, it's a solid upgrade. The 11700K is getting pretty outdated.
It depends. If you live near a Microcenter, that’s a plus. The 11700K is quick enough that most games at 4K will bottleneck on the GPU side.
Definitely! The 5080 is a powerful graphics card, and you shouldn't hold it back with a 7-year-old CPU. An upgrade is definitely worth considering.
Yes, I believe so. While gaming at higher resolutions typically emphasizes the GPU, the 9800X3D will provide ample CPU power for current and future titles.
If you're aiming for a 4K gaming experience, then yes, the upgrade is likely to be beneficial. With your current setup, the i7 might be bottlenecking performance in CPU-intensive games, giving rise to stuttering. On top of that, moving to the AM5 platform allows for future upgrades until 2027!
