I'm considering replacing my RTX 3060 with an RX 9070 XT. I mainly play tactical shooters such as Hell Let Loose, Squad, and Arma at 1440p, where I currently get around 70–90 FPS on a 180 Hz monitor. My system has an Intel i7-12700K, 32GB of DDR4-3200 memory in four 8GB sticks, and a 550W power supply that I'm willing to replace. My motherboard does not support PCIe 5.0. Would the RX 9070 XT be a sensible upgrade, or should I keep using the RTX 3060?

Replace the 550W power supply before running the new card long-term. A good-quality 750W unit is a reasonable target, while 850W gives you more headroom depending on the specific model and local pricing. Trying it temporarily with the 550W unit may work in some systems, but it leaves very little margin and isn’t what I’d recommend for a permanent setup.
The RX 9070 XT would be a major upgrade over the RTX 3060 and should be a strong fit for 1440p gaming. Your i7-12700K is still plenty capable, especially at 70–90 FPS, although some CPU-heavy games such as Arma or Squad may limit peak frame rates before the graphics card does. PCIe 5.0 is not required—the card will work normally in a PCIe 4.0 slot.
Your CPU and memory should be fine for this card. At 1440p, the GPU upgrade will matter much more than moving to a newer platform, and a faster CPU would mainly help once you’re chasing very high refresh-rate performance above roughly 140 FPS. For your current target, upgrading the graphics card and power supply makes more sense.
I’d upgrade if you want substantially higher settings or frame rates. The 9070 XT is in a completely different performance class from the 3060, so the improvement should be very noticeable. If your current 70–90 FPS already feels fine, there’s no technical need to spend the money, but this is definitely a worthwhile upgrade rather than a minor sidegrade.
The 12700K should be more than adequate for this upgrade. You might lose some maximum FPS in especially CPU-bound situations, but it shouldn’t be a serious problem at 1440p.
