I've run into a strange issue where Microsoft Teams hasn't been able to update organization-wide for about a month now. There haven't been any changes to the policies in Intune or GPO, and our firewalls seem to allow traffic for the Teams update. The logs indicate that there is a deployment operation failure, with specific error codes. Looks like the download is failing rather than the installation. Try downloading the installer manually from this link: https://installer.teams.static.microsoft/production-windows-x64/25198.1109.3837.4725/MSTeams-x64.msix. That might help you get around this issue.
I can confirm that this problem can happen if there's a global GPO limiting the ciphers on client machines. It's weird because it used to work fine before. You might want to check your GPO settings.
I did some digging, and according to a Wireshark capture, there's a handshake failure occurring. It seems like a cipher issue.
