I'm currently using AWS, but after just a week, my bill reached $25. I've also tried Oracle Cloud's free plan, but I'm on the lookout for other hosting services where I can run my programs and bots for platforms like Telegram and Discord at a lower cost. Does anyone have suggestions?

Have you checked out Hostinger? They offer VPS plans starting at around $5 a month, which could be a more affordable option for you.
You might want to consider Hetzner as well. They have good pricing, but if you're set on Windows, you might need to find a provider that offers that specifically.
What caught my attention is why your AWS bill shot up so quickly. If you're using a Windows Server VM with 30 GB storage and 8 GB RAM, that's probably where the cost is coming from. Just a heads up, going with Linux could save you some cash, but I totally get that you want a desktop interface instead of just a console. Maybe look into a Linux distribution that offers a GUI?
