When I start my computer, the motherboard splash screen never appears, so pressing Delete or F8 doesn't open the BIOS or boot options. Holding Shift while restarting also doesn't help. If I wait about 15 seconds and press Enter, the system eventually continues into Windows. What could be causing this, and how can I regain access to the BIOS?

This sounds like the system may be hanging during POST before Windows loads. Check the motherboard for diagnostic LEDs or beep codes, since they may identify whether the problem is related to memory, the graphics card, or another component. Also make sure the monitor is connected to the correct graphics output and try another cable or port. If the hardware checks out, clear the CMOS and try entering BIOS with Delete immediately after powering on.
The fact that pressing Enter after roughly 15 seconds allows Windows to start suggests the machine may be waiting at a hidden prompt or recovering from a failed POST attempt. Disconnect unnecessary USB devices and check the motherboard manual for any diagnostic code shown during startup.
