I recently received a custom-built PC from a system builder in Mexico. The parts are: Ryzen 7 9800X3D, MSI X870E Tomahawk WiFi, Zotac RTX 5080 AMP Infinity, 32 GB Corsair DDR5-6000 CL30 memory, and a 2 TB NVMe drive. The builder provided a pre-shipping hardware test showing that everything was working.
When I first connected an HDMI cable to the RTX 5080, my monitor detected a signal but only displayed a black screen. I tested two monitors and three different cables with the same result. Connecting the monitor to the motherboard's HDMI port allowed the system to reach the desktop through the CPU's integrated graphics, but Windows setup showed graphical artifacts and disappearing buttons, requiring several restarts.
After installing the NVIDIA and chipset drivers, the entire system became extremely slow. It black-screened when I tried opening Task Manager and began freezing or crashing. The RTX 5080 still produces no image, even after reseating the card and RAM and resetting Windows. The GPU's green indicator is lit, and its power cables appear fully connected, but the system does not seem to detect it.
When the display is connected to the GPU, the motherboard shows debug code 00. When using the integrated graphics, it shows the CPU temperature instead. The power supply is an MSI MAG A1000P LS 1000W Platinum unit. Could this be a CPU, motherboard, GPU, or power-related problem? Should I return the whole system to the builder for service?

Code 00 generally indicates that the board is not completing early hardware initialization. It isn’t enough by itself to prove the GPU is defective, since the motherboard, CPU socket, PCIe slot, or power delivery could also be involved. However, with a new pre-built system showing artifacts, crashes, and no discrete-GPU display, this should be handled by the system builder rather than by extensive home troubleshooting.
The motherboard’s 00 debug code, no video output from the RTX 5080, and the graphical corruption even when using integrated graphics point to a hardware problem rather than a normal driver issue. Since the machine arrived this way, the safest move is to stop troubleshooting and send the complete system back to the builder under warranty. They can test the GPU, motherboard, CPU, memory, and power connections with known-good parts.
The 1000 W power supply is more than sufficient on paper for this configuration, assuming the correct GPU power cable is being used and it is firmly seated at both ends. Still, the builder should verify the power connections and test the card in another system. Avoid repeatedly reinstalling Windows or forcing more driver changes until the hardware has been checked, and document the debug code, symptoms, and troubleshooting you already performed.

That was my concern too. I don’t have a spare graphics card to test, so returning it for diagnosis seems like the best option.
