New Radeon RX 9060 XT has power but won’t display or POST

I'm replacing a working RTX 2080 with a brand-new Sapphire Pulse Radeon RX 9060 XT 16GB, but the new card produces no display and the system doesn't appear to POST. Its fans spin, the card is fully seated, and the power supply should meet its 650W requirement. My system has an Intel i3-12100F, an H610M4 Allied micro-ATX motherboard, 16GB of DDR4-3200 memory, an MSI MAG A650BN PSU, and two SATA SSDs. The RTX 2080 still boots normally in the same system.

I've reset the CMOS, tried two monitors and both HDMI ports, disabled CSM, removed the old NVIDIA drivers with DDU, and tried changing the BIOS link speed to 32 GT/s. I can't install AMD drivers because the system won't display with the new card installed. The motherboard BIOS is dated 27/11/2023 and reports as AMI H61MSA16, but the motherboard manufacturer doesn't appear to provide BIOS downloads. The card is brand-new and under warranty. Is there anything else worth testing, or is it probably defective out of the box?

It’s still worth doing a minimal-hardware test: disconnect the SSDs and all unnecessary USB devices, leave one RAM stick installed, and reset the CMOS again. Confirm that the monitor cable is connected directly to the graphics card, not the motherboard. However, because the older GPU posts reliably and this one never produces an image even after waiting about 20 minutes, a motherboard compatibility issue or defective GPU is more likely than a driver problem. Don’t flash a BIOS from an unverified source; ask the board manufacturer or seller for the correct file first.

CSM is currently disabled, and I tried waiting roughly 20 minutes with different HDMI monitors. The manufacturer doesn’t publish BIOS updates, so I don’t have a trustworthy file to use.
