I ordered a newly built PC, but on the very first startup it reaches the ROG logo, loads for around five seconds, and then freezes. If I leave it alone, the system eventually powers off. I've already tried resetting the computer several times and removing and reseating the RAM sticks, but nothing has changed. It stayed on the loading screen for roughly 25–30 minutes. Since the system was assembled by an online builder, what should I try next?

Because it’s a brand-new system, contact the builder or manufacturer first. Opening it up or changing hardware could complicate the warranty, and they should handle a faulty component or arrange a return if necessary.
If this is an AM5 system, the motherboard may be training the memory during its first boot. That can make the system sit on the logo screen or restart several times, sometimes for a few minutes. However, being stuck for 25–30 minutes and then shutting down is longer than expected, so the builder should still diagnose it.
