I ran a Windows tweaking tool and selected nearly all of the available tweaks before applying them. Afterward, the taskbar disappeared and my wallpaper was blank, so I shut the computer down. Now the RGB lighting, keyboard, and mouse turn on, but the monitor shows no display. What troubleshooting steps should I try to get the system working again?

Start with the simple checks: make sure the monitor is powered on, the display cable is firmly connected, and the monitor is set to the correct input. If that does not help, clear the BIOS/CMOS using the procedure in your motherboard manual. On many systems, this involves temporarily removing the CMOS battery, but follow the board’s instructions if possible.
If the tool came from a public code repository, check its documentation and issue tracker for known problems, but avoid running more scripts blindly. If you eventually manage to boot into Windows and the display problem continues, repairing or reinstalling Windows may be necessary. Before doing that, disconnect unnecessary peripherals and back up any important files if you can.
