I upgraded my graphics card from an RTX 2060 to an RTX 2080 Super in a system with a Ryzen 5 3600. Since the upgrade, I had occasional freezes and would usually shut the computer down using the case power switch. While playing Ghost Recon Breakpoint, the system froze again, but this time it would not start properly afterward. All the fans, including the GPU fans, spin, but there is no display and the system does not appear to POST. I tried both HDMI and DisplayPort, and the case power button no longer shuts the computer down. Could the graphics card be faulty, or should I be checking something else first?

The GPU may be faulty, but you need to test it methodically. Try a known-good graphics card in this system, and if possible test the 2080 Super in another working computer. Also check the power supply carefully: the 2080 Super draws more power than the 2060, and a questionable or aging PSU can cause freezes, failed POST, and shutdown problems even if the wattage rating looks sufficient.
The system came with a 700 W JSEgodo power supply. I calculated that 700 W should be enough, but it is an unfamiliar budget brand and I had already planned to replace it soon. I’m wondering if its poor quality could be the real issue.
