I mainly play World of Warcraft and Hell Let Loose, and I'd like to run newer games such as The Witcher at high or ultra settings at 1080p. I also browse and watch YouTube, but gaming is the priority. Low noise is especially important because there's a baby in the next room, and my ASUS TUF Gaming F15 laptop becomes extremely loud when its fans ramp up. A Ryzen 5 7600X paired with a Radeon RX 9060 XT would be a sensible match for your 1080p monitor and the games you listed. You don’t need to spend €2,500 for a high-end system unless you plan to move to 1440p or 4K soon. A 16GB version of the RX 9060 XT would give you more breathing room for newer games.
The 7600X and RX 9060 XT combination should be plenty for your current display, so I’d put part of the remaining budget toward keeping the system quiet. A sound-dampened case such as a Fractal Define or be quiet! Pure Base, paired with several large 140mm fans running at low speeds, should help a lot. A large tower air cooler is also preferable here because an AIO adds pump noise that can be difficult to eliminate. The regular Ryzen 5 7600 is worth considering too: it runs cooler, costs less, and performs very similarly in games.
