I'm looking for a new membrane keyboard as a gift for my husband. His current one has a broken switch, and he thinks it's cheaper to just get a new one instead of replacing the switch. He prefers a membrane keyboard because he finds mechanical switches too loud. A big factor for him is that he wants a keyboard without an FN key since he really dislikes it for changing the layout. He often listens to music while working, so having media controls would be a big help for him to pause easily without having to switch back to the window. If you have any recommendations, that would be awesome! He wants a full keyboard, and he doesn't like any wireless options.

OMG, I totally get the dislike for the FN key! It's supposed to give media controls on the F keys but ends up messing with the layout. I found the Razer Ornata v3 which has this 'mecha membrane' feel, kinda like a membrane but taller for wrist support. I found it for around 35 euros, but the FN key is still there.
Have you checked if he needs or wants a numpad? If he does, I found the Logitech K270, but it's a wireless keyboard, which he might not like. Just something to think about!
Yeah, unfortunately, that's wireless, so it'll be a no-go for him!
Consider asking if he's ever tried a mechanical keyboard with red switches. These tend to be quieter compared to others. He might change his mind about mechanical.
At my old job, I ended up popping off the FN and caps lock keys since they were a bother. You can always put them back later. The only keyboard I found that meets his criteria is the Logitech Prodigy G213, which has media controls and no FN key.
Thanks a lot! That G213 looks promising!

Yeah, the Razer Ornata v3 might not work since it still has an FN key, and he really wants to avoid mechanical because of the cost.
