After upgrading to a Radeon RX 9060 XT, only one of my two Dell P2214H monitors is detected when the computer starts, wakes from sleep, or powers on. Both monitors use DisplayPort cables, and Windows reports that only one display is connected. The second monitor works if I unplug and reconnect its cable after Windows has fully started. I have already updated and reinstalled the graphics drivers, and I am not using any adapters. My system has a Ryzen 5 2600 processor and an Aorus B450 M motherboard. What could be causing this DisplayPort detection problem?

The Dell P2214H is an older monitor, so its DisplayPort firmware or sleep behavior may not cooperate well with a newer graphics card. Check Dell's support page for the monitor's specific driver or firmware, and look through the monitor menu for DisplayPort version, deep sleep, or power-saving options. Disabling deep sleep can sometimes keep the monitor detectable after the computer wakes.
Since Windows only shows one monitor rather than showing a disabled display, this sounds like a DisplayPort handshake or detection issue. Try swapping the two DisplayPort cables and using different outputs on the graphics card. If the problem follows one cable or one port, you have likely found the cause. A certified replacement cable may also help.
There are no adapters involved here, so I would focus on the monitor's DisplayPort settings, the cables, and testing each graphics-card output individually before changing more drivers.
